I can also attest to some really cheap places to fill up (from recent personal experience):
Lagos, Nigeria: 70 Naira per liter ($2/gallon) Jakarta, Indonesia: 4500 Rupia/liter ($2/gallon) Almaty, Kazakhstan: 50 Tenge/liter ($1.40 gallon) Moscow: $1/50 gallon (which is really surprising because Moscow is THE priciest city in the world with $25 cups of espresso and a croissant)
And the winner is: Caracas, Venezuela: $0.15/gallon! Mr. Chavez's wannabe-Communist paradise!
Except for Russia most of these countries are OPEC exporters and they heavily subsidize domestic gasoline price.

He is pulling your leg about $14, or not calculating it right. I work in London and around here it is about £1 per liter ($8/gallon). I go to Aberdeen often and I think it is about the same up there.
In Germany it is more expensive: about 1.30 Euro per liter, which translates to about $8.50/gallon, mainly thanks to the low dollar exchange rate. There is a good article in Der Spiegel saying that if it hits 1.50 Euro, Germans are quitting driving and riding the trains. Too bad Americans do not have that option. They are stuck riding their SUVs until their bank account runs dry, as public transport is largely non-existent. Check it out: Article (auf Deutsch wenn du die Sprache kennst)
These are U.S. gallons, not Imperial BTW.

Yes fuel is more expensive in Europe. But there gas tax pays for excellent roads and health care.

The prices vary widely but it is mainly because of government policies in each country. Some countries put very large taxes of fuel to help support social programs such as health care.
Other coutries subsidize fuel price to lower them far below cost to keep the population friendly. Iran provides such a large subsidy to lower prices that smugglers make a fortune smuggling the fuel into other counties for sale.

Don't really care about overseas, as the cars get better gas mileage then our JUNK here and they do it in liters not gallons so nothing to compare or even care about!

It typically is more because of the taxes of that country, however I don't care because I have no plans to go overseas soon.

Gas is usually considerably higher overseas but it is also usually dispensed in liters and not gallons. Plus the taxes on gas are higher but other things (i.e. healthcare) are lower in comparison.

In most counties it's much higher due to much higher govt. taxes. Most OPEC counties sell gas at a fraction of market price internally.
